A high quality Procurement Strategy is essential. An incorrect procurement strategy can be very detrimental in terms of:
- Cost - failure to achieve best value for money
- Timetable - if a halt and recommence, or a halt and restart is required
- Benefits realisation - if not meeting the intended business objectives
- Quality - in terms of risk of legal challenge
- Risk - damaging the reputation of the procuring authority
If a Procurement Strategy is subsequently found to be incorrect during execution, the procuring authority may well have to halt and recommence, or halt and start again, or carry on with an increased risk of legal challenge by a disgruntled bidder or interested third party. Any of these outcomes risk reputational damage to the procuring authority and endanger overall delivery success.
