ASE resources have been instrumental in designing and delivering MINT, a managed network interconnect which enables NOMS / MoJ and related parties to operate across multiple network infrastructures in a secure and cost-effective manner. The work has called for a broad range of skills including network technology, business engagement, management of relationships with and between multiple suppliers, government IT security authority liaison, presentation and communication skills. The work was delivered to a high standard with dedication and skill.
Case Study

Since February 2008, ASE Consulting has provided delivery improvement services and Planning to the National Offender Management Service (NOMS), in relation to the provision of a network interconnect.

Background

Brief

The National Offender Management Service (NOMS) required ASE to deliver the business, technical and commercial strategy for the Managed Interconnect Service, which is a key enabler in delivering NOMS' Information Strategy and also delivers cashable benefits.

The strategy for the Managed Interconnect will:

  • Provide a resilient and robust axis between the two NOMS networks. This allows Prisons and Probation staff to access the same systems in real time. This is critical to NOMS' strategic objective of reduced re-offending.
  • Through an extranet facility, enable connectivity across the Criminal Justice Community.
  • Through a development of the extranet, enables private sector prisons providers and other third parties (including the third sector) to gain access to systems hosted within the NOMS environment.

This strategy is consistent with the CIO council's drive for a 'network of networks' and its implementation is at the forefront of delivery.

The Managed Interconnect Project is recognised as a complex delivery, requiring close management of a multi-vendor environment. ASE’s expertise, commercial management and deep subject matter knowledge has driven the delivery of the project.

ASE has been instrumental in the full life cycle of the project, employing the solution definition service which has included the requirement definition, solution optimisation and technical assurance development.  ASE also managed the activities amongst a number of diverse suppliers and stakeholders including the Managed

Interconnect Provider (Global Crossing) the Criminal Justice network providers (C&W and BT), systems integrators, CESG and internal NOMS technical assurance resources.

Outcome

ASE has led on the construction of a change control board for the Managed Interconnect, to ensure that the service and technical architecture integrity is maintained. Working closely with CESG and supplier security consultants, ASE has ensured that security and technical risks have been thoroughly analysed and mitigation actions taken.
